A person took money to help in further studies how can I recover

Hello i am from a town and now living in Mumbai.  There was a guy in my hometown who said he will help me in my future studies. He took around 24000 from me and he didn't did that. Whenever I called he gave some excuses like my mother is admit in hospital and all. So I arranged extra money and did admission by myself. Now I want my money back from him. I also have a bounce cheque that he gave to me in regards of repayment to me. He sent one cheque only and said he will do it each week so I only have 2 Cheques.

If you have a bounced cheque then you can file a case under 138 of NI Act which is a criminal case. The process for that is first you need to send him a legal notice. If he fails to reply to the legal notice then you can file a criminal case against him. 
You can also file a  recovery suit to recover your amount.
