A friend wrote a letter of guarantee but is not returning the money

I had a guarantee letter written by a friend late last year where I have lent him money and he will return it back April this year. It has been passed that time with numerous communications between us, he's been asking to bare with him which I have. Now he has stopped responding suddenly and he still owes me a lot of money. Am I able to action the letter of guarantee? He's based in India but I'm abroad. I'm unsure of how the law works because of this.
My Response to your query:
You have money transaction with your friend and your friend promise you to repay the same in stipulated time. If he is not paying your money and yiu are in abroad, you can send him legal not through Advocate as demand notice of money which you given in friendly relationship.
As you have letter of guarantee don't have value as such today.
