Wrong site number rectification

Hi,
I bought a plot and got it registered at the time of launch in a layout in 2019 and the plot number registered was 12. Due to changes in the layout, the plot I purchased became 32.
How can I solve this problem?
I talked to the builder but he is reluctant to do it as it would cost him 1L+ for rectification
