Wrong issue of Patta to another person what can i do.

I bought a 5.89 cent land in Vanagaram village, Maduravoyal, Chennai., in the year 1988 from Land lord Chandran and registered the same through document number 1189/1988, in Saidapet sub registrar office, Chennai. I applied for patta now in this year 2016 during May. My application was accepted and so far no Patta was issued to me. When I browsed online in Municipal web site, I found my land's Patta has been issued to another parson without any verification. I have lodged complaints in Taluk office, but no response. What I have to do now. I want this duplicate patta is to be cancelled and new patta on my name for my registered land. Kindly suggest.
You make a representation for cancellation of patta before the thasildar. He is obliged to take necessary enquiry and action on the issue. As you state that you are the title owner of the property you have to make necessary changes in patta passbook. The patta can be cancelled if it is proved with your possession. You have not mentioned the year when the patta was issued in a third party name. Patta can be issued to a person who says and shows evidence that he is in possession of the property. If it is a vacant land your chances of cancelling the patta given in third party name is easier when compared to a constructed site.
