Why endorsement not transfer of flat by builder

I have purchased a flat in Noida from 1st owner and builder is only doing endorsement not transfering the flat and he has changed last pages of 1st owner BBA.
Now when Ian going to register my flat the builder advocate is asking for Rs. 25000 extra that as per him he needs to bribe authority to make it legal for resigtration because it is a case of endorsement.
Need to know as builder is not tranfered by his own and now at the time of registration builder lawer asking for 25000 extra
you have to clear about the cost of registration and transfer from the builder first. if builder is doing any fraud then you can complain about him later on.
