Which holds more importance,Housing society NOC vs property aggrement.

Want to know what has the more legal importance housing society NOC which says XYZ flat is allocated vs property aggrement. Perposr of asking this question is if I just hold NOC from society as flat document and do not go for property aggrement will it sufficient for the ownership of flat?
Surely agreement. It gives you sense of ownership of certain rights in flat/plot/house in a housing society. It entitles you to freely transfer the same to other or to obtain loan. NOC or allotment is mere right to occupy. It will create issues at the time of transfer.
