Yes succession certificate is awarded by the civil courts after making an enquiry and publication that their is no other legal heir of the deceased and for the land as well. If there is a nominee then the things goes to that person or if he files a no objection before court then the succession certificate can very well be issued in your favor by the concerned civil court.

Yes. You need to get a succession certificate from a competent court. You need to file a petition under the Indian succession act. You need to get no objection certificates from all legal heirs as well.

Yes you need to do some efforts. For procedural assiatance these are the things to need to have:
1. Death certificate of your mama.
2. The nominee papers.
3. Mutation application duly filled.
4. Identity card.

Meed to know if the property was willed to you under legal registration. If not, need to consult before moving ahead.
