Sub Registrar is rejecting the registration due to the lack of e-khata. Which act/law mandates e-khata for registration. Please clarify.

It's a revenue bye-law. The BBMP has notified 44 wards which needs to have compulsory E-khata. Rest of the wards are ok to go ahead for registration even if E-khata is not made.
