What to do the builder is not making final agreement

I AM A OWNER OF A PROPERTY, THAT PROPERTY HAS BEEN GIVEN TO BUILDER FOR MAKING A FLAT PROJECT, MOU HAS BEEN SINGED ME AND OTHER OWNER BEFORE 1 YEAR , BUT TILL TODAY THE FINAL AGREEMENT IS NOT MAKING BY BUILDER.WHAT TO DO?
Have to go through the clauses of that MOU, if thr is any stipulated period for all proceedings. Then only can advise better. If stipulated time is over serve notice upon Builder for the same to carry on all required procedure.

give him a legal notice of termination of the MOU of the breach of the terms as agreed under the MOU. Maybe he will start taking you more seriously. If he doesn't comply within a time period of 30 days then you must contact a lawyer to get appropriate relief under the specific relief act.
