What rights does mother have on sons self acquired property 2 sons

A mother has 2 sons and daughter and her husband died without any will.her first son live in self aquired property and he don't want fathers property.but second son handle all his fathers property and don't give any single bug to mother.now mother is with first son and he dnt want to take his mother bcs of some problem.who will take care of mother...??
Father's property is equally divided between mother and three children. If anyone doesn't want the share they can relinquish their respective right. All the three children are equally responsible to take care of mother. She can even file case for monthly maintenance against children as a dependent for her living.

According to law legal heirs not ready to take care of mother ,mother can have rights to take maintenance from them,under family act ,can file its in family court after send legal notice..should contact before send that to Advocate counsel thank you
