What is legal role of Builder after formation for Housing Society

In our society some of members not paid their maintenance to builder before the formation of society their are saying they will pay after society is formed. We want to know what builder can do if they sell their flats are the society is formed.
Well, it is the Builder's concern, that, he is not getting Maintenance from the Society Members. Why are you so concerned? For your kind info, Builder won't co-operate in Co-operative Society formation, if he will not get Maintenance from such members who are saying : We will pay Maintenance after Society formation.
