The building constructed must be in accordance with the sanctioned plan
if there is no sanctioned plan then complaint to the municipality and if municipality does not take steps move to Honble High Court and lodge a case for municipal inaction
if there is sanctioned plan then send a legal notice to the municipality stating that the construction is not done as per plan as because no plan can be passed against the law of the land and so you can be sure that the work is done out of plan. if municipality does not take steps the same course is to follow. if you stay at Panchayat area then the letter should be addressed to pradhan under west bengal panchayats act. mayor for corporatin. chairman for municipality.

Is the building constructed on your land? by developer or by your own relative/person?? strategy varies from the status of personmaking illegal construction.
