Wether partition done through panchayat valid or not?

In father family including him he have four brother and two sister total agricultural land is 10 acre partition was done in panchayat before 20 years but none of properties been registration in 10 acer there was 4acer in one village and 6 acer in other village and my dad is staying in mumbai my father last brother got total 7 acer land, the 4acer land all got equal share but in 6acer land my father small brother occupied all land just providing that he have only 2brothes and done name transfer in 6acer no registration just khata transfer is done. I want know is panchayat partition is valid
once partition is done whether it is oral or in writing is always final and binding unless and until it is against law and principal of natural justice and so long as it does not deprive the rightful owner from its rights. so in your case if the partition is not disputed then it is valid but if you have any dispute regarding partition you can always knock the doors of court and demand partition and initiate the proper legal proceedings.
