Want To Challenge The Pher Phar (Mutation) Of Class 2 With Class One L

My father was an ex-servicemen . He was awarded with class two land admeasuring 1.81 hect . This land was exchanged with class one agriculture land admeasuring 1.74 hect The class one land was divided into two parts admeasuring 0.12 guntha and 1.62 hect . The procedure was exchanging the land 1.62 hect with 1.81 hect was not followed by the SDO The whole procedure was illegal. I want to challenge this pherphar of 1.62 hect with 1.81 hect agriculture lands which is 26 years old I was asked to file an appeal .
