Want advise on HIDCO land ownership transfer process for a cooperative

There is a HIDCO land alloted to a co operative of 8 members. One of them is now not interested in going forward, I want to enter his place. HIDCO provided with the date, time and place where they need to submit their document for land allotment.
Now my question, what is the procedure of transferring the name listed in the co operative? Can HIDCO cancel this allotment if we inform them now? Do i need to incurred the extra cost at the time of transfer?
