Voting right for land lord in an apartment who has 9 flats

Our Apartment,new , bye law pending registration and possession from builder pending. Association formed.Land lord is president. He has 9 flats.He pays maintenance for all.Few flat owners say that irresepctive no of flats he owns he has one vote only.But i think SC verdict is one flat one vote. Kindly clarify which is Correct? NATARAJAN R
In this case, I would like to know the total how many flats in the apartment and further when was constructed normally if new flat means builder will maintain such time. I have a vast practice in that area you can seek my assistance in your matter.

only the land owners can vote no other has can vote then it has no right to participate in any election must be a valid Association duly registered in the registration office after the registration only the association activities can be full fledged legally approved by the government authority the bye laws should be followed in the bye laws is it is not contract with the state laws so bye laws also mentioned
