Voter ID card mandatory for registration?

Hi , I am planning to buy a resale property in Kolkata, but the seller is not having Voter ID card , but having Adhaar card, PAN card. Is the Voter ID card mandatory during time of registration?
Voter ID is not mandatory during Registration but Aadhaar and PAN cards are mandatory and those numbers have to be written in Sale Deed.
You have to scrutinize the documentary evidence of the Title of that Seller thoroughly as well as by searching before the Registry Offices.
