Very high Parking charges without allotted parking space

Hello,
I am a Mumbai Resident. I have 2 four wheeler vehicle and due to the shortage of space in my society, I have been charged with extra Rs. 3,000 per month for my second car. My first car had a parking charges of just Rs. 150 per month.
I understand that society had to do something about the shortage of parking space but is it illegal to charge Rs. 3,000 per month which is almost 30 time more than the charges for a single car.
Moreover, I have not been allotted any parking space. There are times when I had to park out of the society premises due to shortage of space. So my question is whether the society can charge me such high parking fees without allotment? Please help me out.
