CONCLUSION No doubt that increasing population in the country is one of the most debated topics since the last few years. This problem of population is witnessed by many countries across the globe and they have adopted various stringent policies to control population in their countries. Before imposing laws in the country, the government should keep in mind the possible social, moral and future impacts of such laws. Childbearing is a very sensitive matter; therefore, the government has to progress slowly before enacting strict laws. Bringing in a two-child policy in a country is only one of the measures among many to control population. However, it has not proven to be the only measure that has been successful to control population in a country. In India, especially, in the rural areas it is very difficult to implement laws. A law needs to be reasonable and should not violate any individuals’ fundamental rights. In this case, it is very clear that imposition of a two-child policy is in violation of Article 21 of the constitution and despite this, if such law is implemented, the apex court will be flooded with cases challenging such laws.
