Unauthorized constructions in DDA Flats

Are unauthorized constructions in DDA flats protected by Delhi Act (Special Provisions)from 2007 till 2017 which MCD claims is in force?
Can MCD use it not to act , MCD passed a demolition Order on November 03, 2005 but they have been manipulated by the flat owner.
After passing the demolition order within how many days was MCD supposed to act.
The unauthorized construction now has developed cracks and cement pebbles fall from it at my flat entrance from time to time which is a threat to my life and property.
Police is refusing to file FIR, as they have been bribed.
sir, you can file both civil and criminal cases against the flat owner who has got such unauthorised construction done and even against the officials who were supposed to act on the Demolition Order dated 03.11.2005. you have good reasons to approach court as it is causing you harm and threat to life and property
