Unauthorised construction of lift in common area driveway

In non dda private property upper floor owners constructing pulley lift without sanction and noc in common driveway writ was filed in delhi high court for stay the court ordered mcd to inspect the site next date is 4 sep can upper floor owners still finish the construction if they do what should be done by gf owners ?
till the time stay is not granted by HC he is free to complete the construction.
You should have gone for a temporary injunction first then stay application.
