Two original sale agreements provided by Builder

I am NRI, Builder in Chennai has sent me two sale agreements for the same property. One with Rs. 100 stamp paper and one with Rs. 20 stamp paper and is asking me to sign the Rs. 20 one and send to them for 'filing' purposes. I find this suspicious as there are two originals and can be misused for double sellingInstead shouldn't there be just one original sale agreement and they can keep the scanned copy of it for filing? Is this common procedure in Chennai.

Usually there is only 1 original sale agreement. There is no need to execute another one in 20 rupees stamp paper. It is unnecessary. The same can be clarified with your lawyer. Kindly ask for the reason.
