Transferring name under pagadhi system

In olden days room were given under pahadi system in a chawl . Property is 80 years old. Four members i.e one brother and three sisters were staying in that room.brother was unmarried two sister was also unmarried third sister got married and had three chilfren A is male brother(unmarried) in whose rent receipt was been given by owner. After few years brother got expired but still rent receipt was issued in brother's name. Few years latter B i.e 2nd sister got expired.3rd sister i.e c is unmarried and is in her 90's. My question can rent receipt will transfer to C i.e to third sister and can property transfer to one of the children of D i.e 4th sister's children.

firstly its the cardinal rule in rent control act which governs the pagdi property, that who are in possession and in continuous use of the same, in his/her name the rent receipt has to be transferred. as in olden days, pagdi property were given for use on rental basis accordingly it has to interpreted. if your 3rd sister is residing alone then yes, rent receipt can be transferred and if no, then landlord has to take NOC from other occupants who are in continuous possession and use with her, for the said transfer of rent receipts.
