Transfer of property within blood relation

Hi, I'm resident of Agra and want to tranfer some property from my mother to my name.
I have tried to talk with some lawyer's in Agra...but they all are asking for 1%stamp duty, in addition to 5000 stamp duty as decided by government.
Please suggest, is that 1% duty legitimate or unfair ask.
