Transfer of property in case of M.I.D.C. leased property for business

What happens after the death in 2011 of tenant (old proprietor) of M.I.D.C. leased land for proprietorship business.
I am Hindu.
Will his legal heir doing business with him(present proprietor since 2007) will be the only beneficiary or not?
The proprietor being an individual is the lesser of MIDC. Since the death of the proprietor is as of 2011, have you filed anything in MIDC for change of name of proprietor? What documents have you provided.
You will have to apply to MidC for further permits and change of name, which may attract premiums. The Lease should permit the transmission of lease into the successor, needs to be checked. Regularisation is a process with consensus from the Leasor.
