If your mother is the sole owner of the property she can do so by writing a WILL which would take effect after her death.
If she wants immediate transfer then she can do so by a gift deed.
If the other siblings are not co-shares of the property then their consent is not required. Else they can execute deed of gift or relinquishment to release their share.

You can use the death certificate and legal heir certificate to mutate revenue records. As of now, you and your father are legal heirs and both are entitled to share the property. When you mutate the revenue records both names will be reflected. This is the cheapest option. With regard to next question, you can execute a Will bequeathing the property in the name of your father. But, if you are married, your wife and children can make claim from your share of the property.
