Transfer of ownership to my mother joint owner with son who passed awa

Hi my brother( married with no kids) and mother are joint owner of property (primary is my brother ) ,he died a year back! with no will and nominee.
What's the process to transfer ownership to my mother only!

1. Enter into a release deed;
2. Pay the stamp duty and registration fees;
3. You will also have to make them sign idnemnity bonds and other formal affidavits;
4. You will need to obtain letters of administration;
5. Consult a local lawyer and take steps.
