Transfer of flat in my name in Pune Municipal Corporation records

My mother and myself purchased a 2 BHK flat in Pune in the year 1995, with mother's name first and my name second. My mother expired in January 2007. She has left a Will, which is NOTARIZED, stating that her share in this particular property will come to me. I have one sister and two brothers. Each separately, on a Rs. 100 Stamp Paper, have declared that they have NO OBJECTION to my becoming the sole owner and they or their heirs do not claim any share in this flat. Based on the death certificate of my mother, her WILL and declaration of my sister and brothers, the Managing Committee of the Cooperative Housing Society has transferred the flat in my name and have issued the share certificate by showing me as the sole owner. The Pune Municipal Corporation property tax bill comes in my mother's name and the MSEDCL bill comes in my name. My Question is that "what is the procedure to be followed for change of name in the P M C record so that the Propery Tax Bill comes in my name?"
