Transfer of electricity connection

My Grandfather together his friend has purchased a shop in industrial office, after demise of both My father decided to partition of properties as the grandfather friend family wanted to acquire entire property, after some years the property has been partitioned, but the shop electricity is under the name of grandfather friend. in property document they signed that they wont be part of the connection. But electicity person is denying to change the connection and demanding to take new connection
