TRansfer of deceased estate to children

We have a property in Goa which is under my father's name, who has deceased. It has to be transferred to 3 of his children(Has left a will). We would like to sell the property if possible
clarify if deed of succession is done.
if not, has inventory started in court , once the shares are allocated then property can be sold.
