Time limitation for Property (illegal construction issues)

1. Wish to know the time limitation for illegal construction related issues.
2. In my case MCD had issued Demolition order for the illegal construction based on my telephonic complaints in 2005 but I was not informed about it , came to know only through RTI I sent in 2010.
3.In 2016 I had complained to Public Grievances, there Public Grievances mentioned that Delhi Special Provisions Act is enacted so no action is feasible.
4.So fwish to know from when will the cause of action be counted?
5. in 2017 the building developed visible cracks and in 2018 cement pieces,crumbs started falling into my courtyard which can cause fatal injuries to me and my family.
SDMC replied saying Delhi Act is enforce so no action possible.
6. In 2019 my whole family developed respiratory diseases because of Pigeon droppings and feathers in my courtyard...all were falling because of the illegal construction on which pigeons sat and littered my courtyard.
I send a letter to SDMC regarding this in Sept 2019
what I have observed out of your inquiry is that hou are not certain to the point on which you can place as effected person due to this (illegal construction in your neighbourhood????) your pigeon point is also seems to be a childish excuse to create a cause effecting you. You are if affected by this construction (illegal?) in any way it must be continuing c a use and limitation petiod for this kind of cause of action there is limitation of 3 years and in some cases 12 years, depending upon nature of cause of action.
