Since the Tahsildar lacks jurisdiction, file an application before the Revenue Divisional Officer (RDO) or the Sub-Divisional Magistrate (SDM) for rectification. If unresolved, approach the civil court for a declaratory suit.

If your sister has no dispute for removal of her name from the records in respect of the property then with the help of her consent and the other documents executed in your favour you can get your name mutated in the revenue records. However, if your sister is not consenting for the same then you need to approach the civil court. Feel free to contact me for seeking any legal advice/assistance as regards the same.
