I think the tenant has filed a case in the City Civil Court Aurat Civil Court not other rent Court so section 27 C relate to that permanent injunction they are seeking not to every person without due process of law so you must file a counter in that case in in spite of that you can also file eviction petition before the rent control code not at the Civil Court
