Tax calculation for Mutation of property

The property was constructed on 2003 and was in mr.X name then purchased on 2010 by Mr.Y, please advice now in 2018 while mutation will Mr.X be legally liable to pay tax till 2010 (before sale registration) and rest by Mr.Y.
Note: property is still in the name of Mr.X
