Stair case area owner in Delhi Floor system

I am owner of 2nd floor in 3 floor building of Delhi. The small area under stair case is captured by GF owner and does not allow to park kids cycle. And claim that area owner. Who actually owned that area ?
Sir, I will be needing picture of that area and the house. And more information before commenting whether the parking cycle is legal or not. As you say that he has encroached the area for personal use so before opposing his actions I need some more information.
