Society not following due processes in financial dealing

Recently I filed an RTI asking for a copy of approved bye laws of my society and they said that there are no copies of approved bye laws with them. They are collecting maintenance charges and other charges without sending reports to the registrar. Does this account for financial offence? Cn complaint be registered against them?
