Rooms smaller than promised. Need to cancel deal of new bungalow

I took a loan of 50 l from SBI. 30 l disbursed to builder last month. Then I went to property in Kolkata to find 2 rooms are 17inches and 2.5 ft smaller than promised. No room for rectification. Since this is fraud I want to cancel deal and get refund, but builder is not helping.
In this scenario you have right to file case before Consumer Forum and RERA [ subject to approval from RERA] and also you can avail opportunity of Municipal department. Request you to elaborate your case for better legal remedy
