Rooms collapsed contractor is absconding police not taking FIR

Contractor make a RAW-House & its collapse within a 10 days, now Police also not lodge the complaint against the Contractor and not getting any compensation from Contractor. Also as his escape from his residential place. Wanted to know how many penal codes he got it. You can file criminal complaint and the Police can not either deny or refuse to register your FIR.
Police is trying to protect the contractor, so you will have to send legal notice to the Police through Advocate for registering the FIR and once Legal Notice is issued to the Police then the Police will not refuse to register your FIR.
