Rights to sell father's property based on WILL

The father has mentioned in the WILL that ownership rights and possession pass onto his daughter.The daughter should not sell the property as the father is attached to the property.Can the daughter sell the property? Is it against the Right to perpetuity? "Should not" is written not shall not.

Yes the daughter can sell the property as it's in clear violation of section 13&14 of TPA. However to save you from unwanted trouble it's advisable to share the copy of will with me to give you accurate advice.
