Residential land mutation problem due to first party being SC/ST

Hello all: We purchased a residential land within a National Bank housing society in Dehradun about 2300 sq feets. We purchased it from a general category person, got the registry done last year. We wanted to build on this land but found out that mutation is must have to get the house plan passed. We filed it for mutation and found out that this land's first owner belonged to SC/ST category and the patwari and tehsildar are refusing to get the mutation done.

As per your query stated there the papers are to be checked firstly then only the mutation can be done through a procedure through which the pand is of SC / ST their is the proper channel to buy a land from the party respectively
