Requirement of RERA registration

Many developers are building gated societies with independent simplex and duplex units in Greater noida and Greater Noida Extension. They are also providing facilities like clubhouse, park, temple etc. within society. I want to know that whether they require RERA registration or not? I have asked many developers about this and they say that RERA registration is not required. But I can't understand the justification given by them. Can anybody clear my doubt pls.
RERA registration is mandatory for all residential and commercial real estate projects that are over 500 square meters or have more than eight apartments.
registration is required before any advertising, marketing, booking, selling, or offering for sale of a property.

if you go to the up rera act it will specify the requirements for registration of builders project rera registration is residential and commercial plots also registration is mandatory before selling advertising booking of any plot
