requesting Landlord to Change of rent bill name

The rented house was in the name of my grand-father, My father changed the bill name in my second brother's name, but now wants to change into his own name. Is it possible and will the landlord agree? what do we need to do if the second son denies in this decision? My father is still alive and wants the bill in his name so that the other two sons (the eldest and youngest son) feel safe to stay in the house. The second son does not live in the rented house, the eldest son lives with Daddy in the rented house.

if it is old rented house then the land owner will not change the name untill unless you increase the rent it is the fact if your rent is not appropiate according to modern way like tenancy agreement the common clause are like 11 months tenantship then renewal after 11months during renewal 10% increase of the rent if things like this otherwise old tenancy then difficult laws are in favour of landowner to change name let your father write an application requesting the landowner to change the name of his son to in his name as he is living in the rented house and he is paying rent and no longer your brother responsible to pay rent but don't mention that he do not stay in the house otherwise consult an advocate verbally it will be best
