Registration of an underconstruction flat

I have recently bought a flat which is at construction stage.Property value is 43 lacs however, builder wants to register it only for 25 lacs.Now, Builder is asking to go for homeloan and saying that he can register it as underconstruction property for 17.5 Lacs.Is it a general norm or is he trying to cheat us?
yes you can buy it but you have to take every precaution before buying the property, as far as the registration value is concerned it is mutual understanding between both of you vendee and vendor and property should be verified physically and background history of the property like link documents etc.
