Registration fees to be paid by whom

I intend to sell flat which is under construction and registered under my name. As per the builder I need to pay the registration fees for the new buyer. I seek your advise who will need to pay for the registration fees.

2. The stamp duty will be paid by the buyer;
3. You must ensure that you are not paying more than what you have to pay;
