Regarding purchase of plot in bangalore

I am trying to buy a plot in a gated community and that plot legal i have checked and all documents are clear. That plot was under mortgaged in hdfc bank before but now the plot owner is saying its cleared and they will give me noc from the bank, but in EC it still shows as its under mortagage itself, when asked plot owner said we had mortgaged 210 plots out o only 100 plots are cleared in which one is yours, now once we clear all 210 plots then will apply together for EC, so should i buy/not?
The seller must provide a No Objection Certificate (NOC) specifically from HDFC Bank to confirm your individual plot is cleared from the overall mortgage.
Relying on the owner's promise to clear it later poses a high risk of mortgage fraud, as the bank still legally holds a claim on the property. [1]
