regarding patta and aapatti issue

My granny has been living at a place for the last 20 years but that place is encroached upon and we have applied for a patta in that regard. all the houses in the entire line are encroached upon. But some houses have got patta's and there are 4-5 such houses on which some gov. official has file aapatti and my granny's house also comes among those houses. According to the jailer, that place comes under the jail, but if it is so, then why aapatti has been filed only on the patta's of 4-5 house.
