Regarding not proper possession of flat

Builder has provided me the flat but the possession doesn't seems to be clear. So I decided to file the case against the builder in the district court, how much do the top lawyers in district court charge? Can I hire the Supreme Court or high court top lawyers in the district court and will my lawyer fees incurred in the litigation shall be fully refunded right, after builder loses the case, from me?
It depends on Lawyer to Lawyer regarding the fees they will be charging. A district court lawyer can also charge double the fee from the Supreme Court lawyer. Make up your mind regarding what do you wish to do with that builder. FIR under section 420…???
