Refund of Excess amount paid to Land Developer for purchase of plot

I purchased a plot and paid the entire cost to the land developer. They gave me the title deeds after Registration. Since I found financial problem due to external borrowing, I have approached the land developer and informed that after loan loan by the bank against the said plot, please return back me the amount for which the land developer agreed. After disbursement of the loan amount & credited the amount by chq to the account of the land developer, he is now intentionally delaying in returning the amount. Please guide me what to do. I am having weak pesonality, totally new to this area.
hello just gone through your query.here your owner is not paying u the money what u should get on your land ,intentionally/fraudently he is avoiding the payment to u in this matter we can sell him legal notice to owner where we can show him what happened and what are the legal consequences if he play fraud in case he continue the same we can initiate legal acion against the owner for recovery and specific performance .so that we can recover the money

once the property is registered in your name, you can sell it to any 3rd person whomsoever you want. But did the developer avoiding the registration after taking money or is it that the developer offers a higher price than the market that you are reselling the property back to developer.
