Refund of amount from builder for unfinished project

My brother in law invested in a project in Mumbai 1 bhk and paid 20 percent of the total value of the flat by cheque to the builder and received allotment letter also but the project has not started yet which should have started by December 2016 but failed to start because he didn't received approvals to start the project...Now builder is not willing to refund the amount...Please help...
You can issues a letter for refund of booking amount of 20 % and if he is denying to return then you can send legal notice demanding money with 18% interest there on. If he further refuse to refund then you can file complaint before consumer forum for refund of same n you will get your refund
