You can file a consumer case against your builder. Consumer case remedy is the easiest and most efficient amongst all the remedies you have. But before you file a consumer complaint get the copy of the sanctioned plan of your building so that you can prove before the court that the flat which has been sold to you is actually constructed in parking lot. If what you say is actually and fa tally true them you will get success .

Advise:
for this, you need to file a civil suit for recovery of the money paid by you till now with interest. You can also lodge an FIR in police of cheating against the builder.
